Many fixed annuities provide penalty-free withdrawals. Usually 10% per year can be withdrawn without any charge. Sometimes the 10% is cumulative, releasing 20% in the second year, etc. At the end of the contract, or the death of the annuitant, all of the money can be withdrawn free of penalty. Often the surrender charges decrease every year. At any time you can withdraw part or all of your money. Indexed Annuities tie the interest an index, often the S&P500.
